The Corporate Real Estate Management Division is a mission-critical function within the City’s complex multi-site, multi-division, multi-stakeholder environment, where a dedicated team of approximately 33,500 employees is the driving force behind the City’s ability to provide programs and services to residents, businesses and visitors alike.

Reporting to the Executive Director, Corporate Real Estate Management, you’ll lead the Division’s Project Management Office (PMO) in the delivery of City-wide capital programs. Leveraging your knowledge of emerging technologies and trends in the industry, you’ll not only oversee the development, planning, design and execution of capital construction projects for the Division, but also lead major transformation and transition projects with a focus on continuous improvement and change management.

As Director, PMO, you’ll direct a team of project management professionals that deliver high-quality, timely and cost-effective services and solutions to the operating units that require a wide range of planning and capital construction services. These services include client consultation, cost-benefit analyses, feasibility studies, technical reviews, budget estimates, forecasts, developing and implementing short-and long-term financial budgets related to divisional requirements, accommodation and planning services, design and procurement, implementation and post-construction reviews and warranties.

Having proven your ability to manage, inspire, coach and support top-producing, engaged project managers and teams, both non-unionized and unionized, you’re fully prepared to assume the full gamut of managerial responsibilities. You’ll lead and motivate a diverse workforce, ensuring effective teamwork, and high standards of work quality and organizational performance, resolving labour relations issues, and promoting continuous learning and innovation, while developing and administering the annual budget for the section, and ensuring that expenditures are controlled within approved budget limitations.

A champion of best practices in project management, you’ll be counted upon to determine section goals and objectives, required financial and staff resources, and performance indicators, maintain an effective, consistent Project Management function across all PMO teams, ensure project compliance with City standards, as well as develop and implement proposals to improve capital delivery.

This key mandate calls for an accomplished, politically savvy business professional with a passion for public service, a post-secondary education combined with a PMP designation or similar project management credentials, and demonstrated progressive PMO leadership experience in a large, complex, multi-stakeholder organization, specifically in property and facilities management. As such a leader, you have a track record of delivering large, multi-faceted, cross-functional projects, ensuring high-quality, timely and cost-effective results and strong client satisfaction.

Equally important, you have a history of successfully developing and implementing strategic plans with project teams, leading and achieving positive, transformational change with and through people, and designing, developing and implementing functional policies and programs resulting in improved business performance, with a reputation for timely, accurate, meaningful tracking and reporting of multiple projects.

You’re a persuasive communicator and skilled decision-maker with exceptional listening and presentation abilities, adept at building and sustaining strong working relationships at all levels, cross-functionally and cross-divisionally, and developing and implementing creative, innovative solutions that take into account business and financial considerations. Above all, as a manager, you demonstrate a commitment to inclusion, equity, and intersectionality of diversity, while staying abreast of leading-edge project management technology and nimbly employing best practices to ensure continuous improvement.
