Main Purpose and Function

The Manager of Facilities Sustainment is an integral part of REFM’s Senior Leadership Team (SLT), providing overall planning, technical leadership, and strategic risk management for the City’s existing facility assets. Reporting to the Director of Strategic Operations Planning & Program Management, the position oversees the development, implementation and sustainment of the asset management strategies and lifecycle requirements for the City’s civic use and Property Endowment Funding building asset portfolio comprised of roughly 650 existing buildings valued at over $9B. The Manager provides leadership and direction to a team of employees and works closely with other related corporate and government agencies as well as peers across the City.


Strategic Asset Management

  • Develops capital replacement and preventative maintenance strategies for REFM’s portfolio of facilities.
  • Leads the development and sustainment of a Facilities Asset Management Policy and Framework, drawing from the principles and guidelines within ISO 55000 and ISO 41000 to guide the City’s overall planned maintenance and systems replacement programs.
  • Works with service delivery department leaders and City leadership to understand the City’s risk tolerances with respect to facilities and building systems.
  • Leads the strategic review of roles, processes and data within the asset management team and develops a strategic plan of asset management improvement initiatives.
  • Leads a team of professional engineers providing technical and design leadership and support on new development projects, major maintenance projects, safe work procedures, quality management, cost estimating, and various asset lifecycle management best practices.

Maintenance and Replacement Planning

  • Oversees the establishment and sustainment of compliant maintenance and replacement strategies and plans for all assets within various building archetypes, including high risk assets such as life safety systems, ice rink refrigeration systems, pressure vessels, conveyance systems, high voltage equipment, etc.
  • Works with Facilities Maintenance & Operations to develop the annual maintenance budget for facilities assets. Responsible for advocating for additional funds, if necessary, and making risk-based decisions to reduce the preventative maintenance program in times of budget constraints.
  • Manages the long-term capital maintenance planning budget strategy and prioritization of systems replacement as well as the four year capital plan and annual capital budget (approximately $20M).
  • Works with Finance and Technology Services to modify IT systems and budgeting practices to allow for determination of the total cost of facilities asset ownership at a portfolio level and an asset level. Ensures that short- and long-term planning decisions adhere to risk tolerances, regulatory requirements, and operational requirements. Oversees the investigation into root cause analysis of asset failures and identifies opportunities to improve life cycle asset management.

Asset Condition Awareness and Information Management:

  • Oversees the development and sustainment of a comprehensive asset condition awareness strategy for the City’s portfolio of building systems.
  • Oversees the ongoing Building Condition Assessment program which undertakes condition assessments on all facilities on a five year cycle.
  • Develops, monitors and reports on key performance indicators (KPIs) pertaining to the planned maintenance and capital replacement programs.
  • Supports the strategic planning of technology needs to adequately integrate disparate asset management data and platforms within the department.
  • Leads the design, implementation and sustainment of an asset records management strategy for all digital and hard copy facility-related documentation and records.

Minimum Qualification Requirements

Education and Experience:

  • Bachelor’s degree in relevant field of study.
  • Minimum of ten years of relevant experience in asset/facilities management using the principles of risk-based maintenance (RBM) and reliability centred maintenance (RCM) or an equivalent combination of education, training and experience.
  • Experience managing a team including all human resources management principles, policies and practices including recruitment and selection, labour relations, leadership, performance, training and attendance management
  • Experience with the principles and guidelines within ISO 55000 and ISO 41000
  • Experience in lean six sigma principles and leading continuous process improvement initiatives and project management best practices

Knowledge, Skills and Abilities:


  • Knowledge of the applicable regulations and industry best practices governing the operation and maintenance of facility assets
  • Proficiency in asset management IT platforms such as maintenance planning software and Enterprise Resource Planning Systems such as SAP and Ameresco
  • Strong interpersonal and communication skills with an excellent ability to build relationships with colleagues, customers and contractors
  • Considerable knowledge of occupational health and safety standards
  • Exceptional leadership skills with the ability to set priorities and drive improvement opportunities to develop long range maintenance and replacement plans for new and existing assets
  • Ability to track performance and compliance with regulatory requirements, industry best practices, internal protocols, and service level agreements.
