The Senior Manager Health, Safety and Environment has the responsibility for promoting HSE vision and leadership, with the Account leadership and the Americas Global Workplace Solutions (GWS) HSE Platform to drive world class performance.  The position will report into the Alliance Director with a dotted line to the Americas GWS South HSE Division Director.  This position requires strong influencing and collaboration skills in a matrix environment.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position will be fully responsible for the implementation, maintenance and continual improvement of proactive Health, Safety and Environment programs for an account with operations in the United States and Canada.    

This position will plan, develop and implement HSE procedures, including all safety and health related aspects of the workplace and working activities, such as auditing, inspections, mentoring, coaching, fall protection, hazard communication, electrical safety, construction safety, equipment safety, incident investigation, training, driver care, workers compensation and ergonomics.

This position will also coordinate visits from regulatory authorities and review projects, plans, specifications to ensure that HSE Conformance and Compliance issues are addressed. This position must be well versed and remain current on Federal, State and local regulatory requirements.  This position will work closely with the Alliance Director to develop an incident free work place and provide direction to the Account Leadership Team.

The ability to perform root cause analysis, develop solutions, and fully implement corrective actions is critical.  Analytical and quantitative skills with proven experience in developing strategic solutions is required. The successful candidate for this position will draw upon the analysis of others and make recommendations that have a direct impact on the account.

This position will work closely with the Alliance Director to develop an incident free work place and provide direction to the Account Leadership Team.

 

Duties and Responsibilities:

  • Evaluates and identifies standards and controls for safety, health and environmental hazards within operations, and establishes written guidelines and implements practices for protection from those hazards.

  • Reviews and oversees all work processes and conditions to ensure HSE (Health, Safety and Environmental) protective measures are optimized. Develops, recommends preventative and improvement measures to ensure the enhancement of EH&S programs.

  • Clear understanding and articulation of Safety Management Systems - leadership commitment, accountability, effective communication, auditing and performance metrics.

  • Monitors compliance with regulations and conformance with company standards. 

  • Provides day-to-day health, safety, industrial hygiene and environmental support and guidance / solutions to facility personnel to maintain a safe work environment consistent with company policy and state and federal regulations.

  • Performs EHS inspection audits and reviews investigation reports to ensure that corrective & preventive actions will eliminate recurrence.

  • Uses data to support decision process.  Compiles, analyzes, and interprets statistical data; prepares comprehensive recommendations for corrective action to eliminate or minimize potential hazards.

  • Supports and sustains management systems implementation for HSE in the account.

  • Responsible for Workers' Compensation case management and site Return to Work program.

  • Supports Platform HSE training and develops account specific training materials to promote competency.  Schedule and provides/coordinates/tracks training for all employees and sites.

  • Continually re-evaluate the current programs and initiatives and analyze available metrics with the intent to proactively identify gaps and refine and enhance existing HSE platform.

  • Develop strong working relationships with Account Senior Management and AMS GWS HSE Platform.

  • Request and expeditiously adjust staffing models as necessary to deliver to client and CBRE outcomes.

  • Mentors supervisors and managers to support Safety Before Service mindset.  Coaches employees and management to understand and deploy the benefits of HSE.

  • Supports work order processes (training, client communication, status, vendor management).

  • Interface with regulatory bodies (OSHA, DOT and State/Local Regulators) as needed.

     

Essential Skills and Knowledge:

  • Experience assessing and promoting or sustaining a zero incident HSE culture.

  • Strong change management skills, to support delivery of HSE services using organic/operational deployment model.

  • Possess an understanding of enterprise HSE delivery models, capable of translating strategic plans in Account tactical action plan(s). 

  • Highly self-motivated with strong passion and sense of urgency.

  • Must be effective in a matrix environment, with strong influencing skills.

  • Experience creating goodwill and promoting accountability across the value chain, with experience encouraging others to action.

  • Knowledge of management systems and process improvement techniques (e.g., six sigma) a plus.

  • Comfortable in leading meetings, strong presentation skills and well versed in effective employee training.  May include training at client sites.

  • Must have strong problem-solving skills, detail oriented; self-directed, extremely organized with outstanding administrative abilities.

  • Experience in analyzing maintenance and facilities implementation processes to identify both hazards and controls.

  • Excellent verbal, written communication, problem-solving and report writing skills.

  • Must demonstrate strong computer/administrative skills: MS Word, Excel, Access, PowerPoint, Outlook.

  • Must be an educator with a bias for action capable of working in a dynamic environment.

  • Experience in the Oil and Gas sector is considered beneficial.

EDUCATION and EXPERIENCE


 

MINIMUM REQUIRMENTS EXPERIENCE/EDUCATION REQUIRED:
  • Bachelor's Degree in Engineering, Industrial Safety, Environmental Sciences or related field with 5+ years professional level HSE program management experience.
  • Must have thorough knowledge of Federal, State, and Local HSE laws and regulations.
  • Possess high degree of competency influencing in a matrix environment.


CERTIFICATES and/or LICENSES


As required by local authority (if required). Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Material Manager (CHMM), Occupational Health and Safety Technician (OHST) - Preferred

Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information.


Ability to respond effectively to sensitive issues.


FINANCIAL KNOWLEDGE


Requires advanced knowledge of financial terms and principles. Ability to calculate intermediate figures such as percentages, discounts, and commissions. Conducts advanced financial analysis.


REASONING ABILITY


Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.
