COMPANY BACKGROUND: A Northern California Port which contains first class warehouse storage and handling facilities for both dry and liquid bulk materials, facilities and equipment to handle break-bulk and containerized cargoes by land or sea. OVERALL OBJECTIVES: The Port seeks a detailed, multi tasking and operationally oriented Real Estate and Property Development Manager. This position will report to the Deputy Port Director, Real Estate and Port Development and oversees the Properties Manager and Administrative Assistant.   The Real Estate and Property Development Manager directs and administers the real estate programs of the Port in accordance with the strategic goals and objectives; ensures compliance with related Federal, State and local regulations and laws; directs and recommends actions in regards to all real estate development and management in support of the strategic plan; enhances the Port s real estate assets through strategic planning, efficient operation, appropriate maintenance, and prudent development. Works in conjunction with other Port departments in supporting and coordinating property development projects.   MAJOR ISSUES/GOALS: Collaborates with Port management to plan, develop and implement short and long-range plans to ensure effective and profitable utilization of Port facilities, commercial and industrial land uses while promoting Port maritime services. Recommends annual and long-term plans, programs, and budgets to executive staff and Board of Port Commissioners; incorporates these objectives into the marketing plan and implements appropriate plans to meet strategic goals and objectives.   Directs the operational activities of all real estate activities and projects; controls the performance of the department by reviewing actual vs. planned performance; establishes department strategic goals and objectives with schedules and priorities for completion; develops policies, procedures and work standards for the department.   Directs the development of real estate marketing strategies to promote and attract tenants to Port facilities; identifies viable partnerships in support of the marketing strategy; and collaborates with internal stakeholders to ensure marketing strategies support Port-wide goals and objectives. This includes working with real estate brokers and business development organizations, enterprise zone, and local agencies.   Negotiates and drafts lease agreements and amendments for approval of the Port Director and Port Commissioners in accordance with Port policy. Works closely with the Executive Management staff and legal counsel.   Serves as a liaison between Port tenants and other Port departments, outside vendors and service providers to facilitate resolution of high-level tenant concerns. Also conducts site visits of Port property with prospective tenants.   Oversees activities regarding Port property, including easements, rights of way, zoning, conveyances, utilities, rail services, road and rail bridges, property taxes, weed control, and related documents. Works closely with the Port counsel regarding property legal aspects.   Prepares drafts of Commission agenda items for consideration of the Port Director for property related issues, such as lease approvals, grants of easements, rights of way, and real estate purchases.   SPECIFIC EXPERIENCE: Must have a minimum of 6 years of commercial and industrial real estate sales and/or leasing, property management and marketing experience, including minimum of 2 years of supervisory experience. Must have experience managing in excess of 4 MM sq. ft of covered space.   Must have knowledge of Commercial and Industrial real estate, appraisal and asset management as well as property management principles and practices. Methods of contract and lease negotiation, preparation and processing of property and real estate agreements   General knowledge of the California Environmental Quality Act (CEAQ) and National Environmental Policy Act (NEPA). Federal, state and local laws and regulations pertaining to real estate agreements.   Must have knowledge of methods of effective project management; principles, practices and techniques of management and supervision as well as effective safety principles and practices.   Experience with Media relations activities and advertising development methods and sales is desirable.   Must have excellent writing and speaking skills. Negotiate with other parties from widely diverse backgrounds with diplomacy and tact. Effectively apply problem solving skills and ability to take decisive action to resolve disputes and issues.   Real Estate license preferred.   EDUCATION: Bachelor s degree in business or public administration, finance, real estate, marketing or another related field preferred.   COMPENSATION: Compensation commensurate with experience.   TRAVEL: 4-6 weeks/year
