The purpose of the Director Construction Services is to oversee construction planning, contracting and execution for all major capital, rehabilitation and renovation, as well as to provide the leadership, oversight and support to the Regional Construction Managers and associated programs.

 

 

Essential Functions and Responsibilities:

    • Manage construction projects, writing scopes, preparing estimated material and cost estimates, preparing bids and managing bid process, executing contracts, ensuring code compliance, monitoring jobs, performing final inspections and closing out financial detail of the project including payment processing and lien releases
    • Execute projects on time and within budget
    • Manages all construction activities following project approvals and coordinates work with Property Management Team to include phasing, staging and site logistics, and pre-construction meetings.
    • Ensures that properties with construction projects in process are kept clean and orderly with minimal disruption to the residents and site team
    • Work with VP and Client to ensure appropriate approval process for executing work
    • Meet quality standards of safety and construction
    • Assist in preparing budgets for rehabilitation and  capital replacement
    • Manage and participate in construction and maintenance aspects of the PNA, due diligence and disposition processes, including organizing and providing inspection equipment to inspection team, developing capital and rehab Participate in each due diligence for Bell Fund projects.  Organize outside engineers and contractors for the due diligence projects.  Responsible for the generation of the Upfront Capital Budget for the due diligence project
    • Oversee the RCM’s responsible for the completion of capital work related to the Upfront Capital Budgets
    • Provide assistance to RCM for scopes, budgets, products, contractors, timing, permitting, efficiencies for the completion of work
    • Coordinate with asset team and/or designer for all interior design scopes, to include clubhouse renovations, interior  unit renovations, models whereby involvement of construction is necessary
    • Ensure lender required repairs, such as radon mitigation, is being coordinated and completed in a timely manner, with all required paperwork being tracked and copied to the Asset Manager for communication back to the lender
    • Participate in asset team calls for projects to ensure that all work is being properly communicated to all parties for schedule and scope, including unit renovations
    • Review monthly Upfront Capital reporting for specific job completions, budget reporting issues, coordination/conflicts with working budgets and managing due diligence reporting
    • Comply with Bell policies, procedures, standard reporting and quality standards to ensure consistency in execution and operations
    • Work with claims managers, adjusters and insurance representatives to manage restoration of casualty losses to mitigate loss and maximize speed of recovery
    • Provide technical maintenance support, guidance, leadership and management of regional maintenance coordinator and the regional maintenance program

Knowledge Skills and Abilities:

    • Must be able to travel approximately 3-4 days per  week
    • Must possess a strong working knowledge of OSHA standards, fire, safety procedures and MSDS regulations
    • Must possess working knowledge of building design, development, construction, and project management processes and procedures, including design/build contracting. Strong working knowledge of management procedures, budgeting, training, and program implementation.
    • Ability to solve practical problems quickly, handle multiple tasks and organize resources to ensure work is completed on time and on budget
    • Written & oral communication skills required with the ability to present to various levels of the organization as well as to clients Must be able to clearly communicate both orally and in writing
    • Must be able to understand directives both orally and in writing
    • Must have a valid driver’s license
    • Available to work day and evening shifts, weekdays, and weekends
    • Completion of state specific required training
    • Must possess willingness  and demonstrate ability to provide exceptional customer service
    • Must be familiar with MS Excel, Word, and Outlook
    • Must demonstrate ability to successfully work on a team
    • Must demonstrate support of Bell Core Values

Education and Background:

    • High school diploma or equivalent required; Undergraduate degree in architecture, engineering, construction management, or business strongly preferred
    • 5 - 7 years’ experience of increasingly responsible management positions within service and construction  management
    • 3-5 years multi-site experience
    • A minimum of three (3) years recent experience in a company with 500 or more  employees
