China Oversea America Job Description – Director

China Oversea America Inc. is seeking a Finance Director for the Finance and Treasury Department. The candidate will be exposed to various aspects of finance work. The main responsibilities will oversee areas of financing, treasury, accounting, and tax management.

Principal Duties and Responsibilities:

• Report directly to the CFO, collaborate effectively with multiple disciplines within finance dept;
• Oversee financing procedures, act as liaison with lenders, track compliance with loan covenant ;
• Reconcile on project expenditures, contractor requisitions for lender and management ; 
• Perform cash management including cash disbursement, funding plan, cash flow report;
• Prepare financial projection, update project development pro formas, IRR analysis;
• Prepare corporate operating budget, track actual spending versus operating budget;
• Communicate with management on project pro forma, corporate budget, and variance analysis;    
• Review and maintain general ledger, various sub-ledgers of project and corporate entities; 
• Prepare monthly closing and financial statements, including balance sheet, income statement;
• Assess capital structures, tax structures, and real estate transaction to ensure proper accounting; 
• Oversee annual corporate tax return, be the primary liaison with accounting firms;
• Analyze and explore tax planning opportunities on development projects and corporate level;
• Responsible for supervision, training and developing high performing accounting personnel; 

Experience, Skills, and Qualifications:

-Bachelor’s degree in accounting, Master’s degree preferred

-At least 5 years real estate developer industry experience

-At least 10 years finance and accounting experience 

-Proficient in real estate accounting & management systems

-Certified Public Accountant (CPA) preferred

-Mandarin speaking preferred
