Duties and Responsibilities:
- Collaborates work with Development Project Manager and architects, engineers and inspectors on all construction related aspects to insure profitability of projects.
- Assists in developing and implementing project business plans.
- Attends and participates in all project planning and coordination meetings.
- Provides verbal and/or written communication with project team, accounting team and all other corporate staff as necessary.
- Conducts pre-construction due diligence.
- Assists with estimating, finalizing and managing proforma and cash flow projected hard costs;.
- Manages estimating, bidding, and buyout of hard costs.
- Creates and aggressively manages construction schedules.
- Works with Development Project Manager(s) to negotiate and finalize construction contracts.
- Manages general contractor and subcontractors.
- Oversees general contractors to ensure clean and safe job sites that follow industry, OSHA and insurance requirements and guidelines.
- Oversees general contractor to ensure follow-through on all governmental and/or permit requirements.
- Tracks and manages budgeted, actual and anticipated construction costs as they relate to committed contracts.
- Oversees contract, change order and monthly billing administration.
- Assesses and verifies the legitimacy of all change orders.
- Initiates and maintains good client/GC/consultant relations.
- Assists with the preparation of technical specifications and assembles contract documents for solicitation of contractors to perform a variety of development and/or modernization activities.
- Researches and makes recommendation on materials; determines methods and types of construction based on required outcome and program needs. As required, prepares detailed drawings, specifications and cost estimates.
- Prepares reports of construction activities, correspondence to contractors and progress reports.
- Examines construction drawings, cost estimates, calculations and specifications in ordinance with U.S. Department of Housing and Urban Development (HUD) regulations, District of Columbia Housing Authority requirements and industry standards.
- Performs other related duties as assigned.
Qualification Requirements:
Bachelor’s degree from an accredited college or university with an emphasis in construction management or other related field; and a minimum of (5) five years’ related experience, e.g., working with development and modernization projects or construction management, new home/townhome/condo construction; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.
Due to field responsibility, the incumbent must possess a valid motor vehicle driver’s license and be insurable in accordance with the Authority’s Fleet Management and Procedures Manual.
