JOB SUMMARY
  

The purpose of the CBRE HSE Emergency Response Senior Manager position is to provide consultative recommendations on emergency response action execution strategy; manage completion of emergency response projects, initiatives, and playbooks; and provide guidance for implementation of emergency response policies and procedures and execution of emergency response services relative to a large national/international client account.

ESSENTIAL DUTIES AND RESPONSIBILITIES  

Monitors HSE (Health, Safety, and Environmental) emergency preparedness, response, and recovery programs for regulatory compliance within the account, market area, or assigned area of responsibility. Area of monitoring should include; but, is not limited to: Americans with Disabilities Act (ADA), National Incident Management Systems (NIMS), Standardized Emergency Management Systems (SEMS), and Incident Command System (ICS) provisions, applicable National Fire Protection Association (NFPA) standards, established Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (OES) guidelines. Communicates all findings, concerns, and deficiencies to the responsible functional managers to effect timely and necessary corrections. Assist in the development of strategic solutions that will support client account's efforts to improve and maintain compliance, as required. 

Participates in research, review, analysis, and development of execution strategy of all plans, policies, procedures, playbooks, initiatives, information sheets, brochures, and checklists related to HSE emergency preparedness, response, and recovery. Provides oversight, guidance, and management for the completion of previous related projects and deliverables.

Provides support to client account during the design and planning phases of drills, exercise, or other readiness efforts. Participates in the execution of drills, exercises, readiness efforts, and post-lessons learned action item closeout activities related to client account.  Provides guidance for effective online and hands-on training. Assists in the design of audits that successfully measure the effectiveness of drills, exercises, readiness efforts, and both online and hands-on training.

Develops standardized metrics to measure the effectiveness of the emergency preparedness, response, and recovery program; including both lagging and leading indicators. Review and analyze trends to advise and recommend program refinement to increase enrichment, understanding, and maturity based on a review of standardized metrics. Metrics will be tracked and reported to client account on a monthly basis.

Provide guidance in the development of volunteer recruitment strategy, which could include relationship building activities, methods of communications, subject matter expert discussion, or hybrid training programs.

Communicates all priorities in a manner that effectively drives client account program consistency and effectiveness.

Acts as a resource to team and account employees as an emergency preparedness, response, and recovery subject matter expert and establishes cross-functional partnerships with account departments and stakeholders to facilitate understanding and maturity of program.

Promotes safety consciousness among team, partners, stakeholders, and account employees by providing accurate and informative data, conducting training, participating in program awareness opportunities, giving timely feedback on program questions, and visibly supporting the overall HSE program(s).

SUPERVISORY RESPONSIBILITIES

No formal supervisory responsibilities in this position. Provides informal assistance such as technical guidance, and/or training to team members. May coordinate and assign tasks to team members within a specific functional unit and/or project.

EDUCATION and EXPERIENCE

 

High school diploma or general education degree (GED) is required.

Associate's or Bachelor's Degree in emergency response or related field is preferred.

Demonstrated knowledge of federal, state and local emergency response regulations is essential.

Able to work autonomously for assigned work streams/projects, but also able to work collaboratively with team members and relevant partners.

Can develop and/or strengthen partnerships with departments, stakeholders, and others outside of the HSE team.

Carries strong analytical and organizational skills, and flexibility to handle multiple tasks and deadlines.

Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to internal and external clients. Demonstrates attention to detail and thoroughness in all deliverables and communications such as; emails, presentations/visuals, and reports.

Ability to respond effectively to sensitive issues.
 
Ability to comprehend, analyze, and interpret complex documents. Ability to solve problems involving several options in situations. Requires advanced quantitative skills.
